Stephen Rosen, Ph.D., a founding principal of the firm, serves as a project manager and head of noise analyses for the firm and chairman of its board of directors.

Dr. Rosen has more than 35 years of environmental and engineering experience, during which he has become an acknowledged expert in environmental analyses involving noise, air, energy, and transportation planning.

His technical expertise extends to the management of large, controversial projects, including power generation projects for the New York Power Authority and the Long Island Power Authority, transportation projects, and major private and public development and planning projects with residential, retail, office, and manufacturing uses. As head of the firm's Noise group, Dr. Rosen has led noise and vibration analysis efforts on numerous and varied assignments, including power plants, industrial facilities, airports and heliports, and various residential, retail, commercial, and manufacturing uses. His work in air quality has focused on transportation-related emission sources and the use of advanced computer modeling techniques. Dr. Rosen has frequently been called on to provide testimony as an expert witness.

Dr. Rosen has an undergraduate and master's degree in mechanical engineering from Columbia University and a Ph.D. in mechanical engineering from the Polytechnic Institute of New York.
