World Trade Center Memorial and Redevelopment–Planning, New York, NY
AKRF began working with LMDC during the design competition for the master plan, providing comparisons between the proposals with regard to potential environmental issues. The firm led the consultant team preparing the Generic Environmental Impact Statement (GEIS) under the National Environmental Policy Act (NEPA). AKRF staff analyzed urban design, land use, socioeconomic conditions, open space, shadows, neighborhood character, trip generation, aquatic resources, and air quality during construction, as well as operations of the project itself. Uniquely, impacts were compared to two baseline conditions—pre- and post-September 11. Because the final design was continually changing, the GEIS evaluated a range of development options and potential effects, and included cumulative effects of four other federally funded projects to be constructed at the same time. AKRF has continued work on the project preparing the Environmental Assessment for the Refinements to the Approved Plan and in connection with air quality monitoring during construction. The Final GEIS is finished and the Record of Decision has been signed; construction began on July 4, 2004.
