Farley Post Office/Moynihan Station Redevelopment

AKRF prepared the Environmental Impact Statement (EIS) for this adaptive reuse of the historic James A. Farley Post Office building, located across Eighth Avenue from New York Penn Station, as the new Daniel Patrick Moynihan Station.
The project will return rail travelers to a grand, historic terminal space like the space that was lost when New York’s original Penn Station was demolished in the 1960s. The new train hall will be created in the Farley building’s mail-sorting room, leaving the historic Post Office retail lobby intact.
The project involves complex changes and improvements to the platforms, stairs and escalators, and mezzanines of New York Penn Station, which extend beneath Penn Station, Madison Square Garden, and the Farley Post Office building. It also requires improvements and modifications to the U.S. Postal Service facilities at the Farley building and nearby.
Development of the EIS required extensive coordination with the New York State Empire State Development Corporation, the Federal Railroad Administration (FRA), existing rail operators at Penn Station (Amtrak, NJ TRANSIT, and Long Island Rail Road), a designated developer, and a variety of other federal, state, and city agencies. Variations of the project have undergone extensive environmental review under both the National Environmental Policy Act (NEPA) and the New York State Environmental Quality Review Act (SEQRA).
AKRF’s historians assisted with the federally required Section 106 coordination process (the Farley Complex is a National Register Historic Landmark) and helped draft a Programmatic Agreement to avoid potential historic resource impacts from the proposed project, as well as a Memorandum of Agreement (covering the transfer and reuse of the building from the U.S. Postal Service to New York State).
