In preparing the Environmental Impact Statement (EIS) for the expansion of the National Tennis Center and the construction of the new Arthur Ashe Stadium at Flushing Meadows-Corona Park, AKRF’s study of traffic issues was a key aspect of the firm’s analysis.
The National Tennis Center’s $254 million expansion will create a complex with three stadiums, including the 23,000-seat Arthur Ashe Stadium and two additional stadiums of 5,500 and 10,000 seats, as well as 22 field courts, nine indoor courts, and dedicated areas for food service, vendors, media, trade shows, and parking.
The National Tennis Center is home to the U.S. Open tennis tournament, a major international sporting event that is held annually for two weeks from the end of August to the beginning of September. Traffic studies prepared for the U.S. Tennis Association (USTA) considered worst-case conditions when U.S. Open matches coincide with New York Mets home games at nearby CITI Field.
As part of the detailed traffic study, trip estimates for the expansion were prepared, focusing on mode of travel and temporal distribution characteristics. Detailed parking studies were also undertaken to enable the forecasting of accurate parking demand estimates and the development of a parking management plan. The detailed traffic analyses made use of the VISSIM micro-simulation software to analyze the complex ramp system connecting to the area’s highways.
The firm also developed a new methodology to examine the project’s air quality effects from the traffic queues that would result on the nearby expressway network. Extensive microscale (and seasonal) modeling studies were required as part of these assessments, with detailed reviews to determine consistency with the Statewide Implementation Plan (SIP).
