Julie is known for her attention to detail and her ability to work closely with engineering teams to develop the information needed to understand a project’s effects on the human and natural environment.
Julie has directed the preparation of large, complex environmental impact statements for several of the Northeast’s most ambitious transportation and infrastructure projects and large-scale mixed-use developments, including the Gateway Hudson Tunnel and Second Avenue Subway. She is well versed in environmental review procedures under the National Environmental Policy Act, New York State Environmental Quality Review Act, and New York City Environmental Quality Review, as well as federal environmental regulations as Section 4(f) of the U.S. Department of Transportation Act and Section 106 of the National Historic Preservation Act.
