Stephen’s expertise in several areas of environmental analysis inform his many years of project management for the numerous crucial infrastructure, remediation, and development initiatives he has worked on throughout the New York City metropolitan area.

Stephen has extensive environmental review experience in the preparation of environmental impact statements and assessments in conformance with the environmental review procedures under the New York City Environmental Quality Review (CEQR), New York State Environmental Quality Review Act (SEQRA), and National Environmental Policy Act (NEPA). Stephen routinely serves as a principal-in-charge or project manager for large-scale transportation and infrastructure projects. His broad background also includes planning studies (including Brownfield Opportunity Area projects), environmental analyses to support development at hospitals and educational institutions, and leading varied public outreach, involvement, and visioning work, including the preparation and execution of New York State Department of Environmental Conservation Public Participation Plans.
