AKRF has worked on numerous PACT projects for the New York City Housing Authority and its private partners.

As of December 2025, our contributions on Permanent Affordability Commitment Together contracts encompass over $6.4 billion in funded improvements benefiting 42,000 residents in 20,000 apartments across 423 buildings since the program’s inception.

We provide environmental consulting for joint applications between NYCHA and private developers or development consortiums for conversion of assistance under the HUD Rental Assistance Demonstration and Section 18 disposition programs and associated rehabilitation activities.

AKRF also provides site assessment/remediation, civil engineering, acoustical consulting, and a wide range of other professional services.

Among other projects our work has included Linden Houses and Penn-Wortman in Brooklyn; West Brighton I and II in Staten Island; Harlem River I & II, Frederick Samuel Apartments, and Wilson Houses in Manhattan; and bundled projects in Brooklyn and the Bronx.
