The City of New York worked with community residents and local officials to prepare and implement the East New York Community Plan.

In 2016, the New York City Department of City Planning, together with the New York City Department of Housing Preservation and Development, completed the rezoning of an approximately 190-block area encompassing portions of the East New York, Cypress Hills, and Ocean Hill neighborhoods in Brooklyn.

The approved land use actions would implement recommendations of the East New York Community Plan to facilitate new residential, commercial, community facility, and manufacturing development. The project was expected to increase local housing by nearly 6,500 units and add approximately 1,000 public school seats.

AKRF’s PHA Division prepared the CEQR Environmental Impact Statement, with AKRF leading the air quality, noise, and construction impact analyses.

Nearly 200 projected and potential development sites were analyzed by AKRF to evaluate emissions from stationary sources of emissions—many of which required detailed studies to ensure future development would not result in significant adverse air quality impacts. Mobile source emissions from the project’s projected future traffic were also analyzed.
