Spofford Campus & The Peninsula

The Peninsula is a transformative redevelopment of the former Spofford Juvenile Detention Facility into a mixed-use campus.
In 2018, the New York City Council approved the $300 million, 100% affordable housing redevelopment initiative, and the first building opened in 2022 with affordable housing and a cultural arts center. The Peninsula will include five buildings and public open space delivered across three phases.
The Peninsula is being developed by Gilbane Development Company, Hudson Companies, and Mutual Housing Association of New York.
AKRF prepared the CEQR Environmental Impact Statement and is leading civil engineering for the project—both led by Philip Habib & Associates prior to acquisition.
Our engineering responsibilities include preparing the Builders Pavement Plan, parking lot and driveway design, site connection proposals, and associated agency coordination and approvals.
AKRF has also provided air quality consulting in support of the New York City Mayor’s Office of Environmental Remediation approval process subsequent to the CEQR EIS.
