AKRF is working with the New York City Economic Development Corporation (NYCEDC) and the New York City Department of Parks and Recreation (NYCDPR) to provide engineering and design services related to the repair of damage to the Rockaway Beach boardwalk caused by Hurricane Sandy, as well as the implementation of resiliency measures. The project site covers approximately 4.7 miles of shoreline in the Rockaways, a peninsula located in Queens, New York.

AKRF prepared the environmental review documents consistent with the National Environmental Policy Act (NEPA), New York’s State Environmental Quality Review Act (SEQRA), and New York City Environmental Quality Review (CEQR). AKRF is also preparing Joint Applications for permitting under the New York State Department of Environmental Conservation (NYSDEC) tidal wetlands and coastal erosion hazard area regulations for various phases of the boardwalk reconstruction.

Permit applications described the configuration of each boardwalk phase, construction activities, any changes made to the boardwalk alignment and width, and measures to minimize adverse effects to wildlife, plants, and the beach.

AKRF coordinated with the U.S. Fish and Wildlife Service (USFWS) with respect to potential effects of the boardwalk design and construction schedule on federally listed threatened or endangered wildlife and plants, in particular to the piping plover, a federally listed threatened shorebird that nests on Rockaway Beach within a portion of the boardwalk replacement project area.

The project is being funded by a U.S. Department of Housing and Urban Development (HUD) Community Development Block Grant funds for disaster recovery (CDBG-DR), and entails the incorporation of various resiliency elements, making the boardwalk able to withstand storm and tidal forces that will impact the coastline in future years.

In addition, the proposed project includes providing new temporary beach access across dunes being constructed by the U.S. Army Corps of Engineers (USACE) within a portion of the beach where there is no boardwalk.
