With extensive environmental review experience in New York City, Charlie has been proud to work on many of the area’s most notable projects including the Governor’s Island Redevelopment, Brooklyn Bridge Park, Museum of Modern Art Expansion, and World Trade Center Memorial and Redevelopment Plan.

Charlie manages major and complex environmental reviews for development projects for both public and private clients. He is an expert in the technical and procedural requirements of New York City Environmental Quality Review (CEQR), New York State Environmental Quality Review Act (SEQRA) and National Environmental Policy Act (NEPA) review guidelines. His work includes institutional, commercial, residential, and open space projects. In addition to project management, Charlie specializes in writing about land use, zoning and public policy; open space resources; historic and cultural resources; and urban design. He frequently serves as project liaison with clients, team members, counsel, and the public.
