Steven’s experience with prominent transportation and infrastructure projects has included working with multiple administrations of the U.S. Department of Transportation. He has managed technical disciplines for the I-81 Viaduct Project, Governor Mario M. Cuomo Bridge, and other complex studies.
Steven is adept at leading projects to comply with the National Environmental Policy Act, New York State Environmental Quality Review Act, and related environmental policies, including Section 4(f) of the U.S. Department of Transportation Act, Section 106 of the National Historic Preservation Act, and Executive Order 12898 for Environmental Justice. Steven effectively manages teams of technical experts while coordinating among project sponsors and involved agencies. He has also developed long-range plans for agencies and municipalities relating to master plans, open space preservation, and multi-hazard mitigation planning.
